Dec 17th Pensioners Day

My wishes to all the pensioners and specially my co-pensioners of BSNL. The message of this day (Dec 17th) is the principle of modified parity to the past pensioners linking them with their future pensioners. The concept of oneness thro one rank one pension is seen as a justified one. By asking 'delinking' we are unfortunately giving up this principle of parity with our future pensioners. This one is tantamount to say to keep us the past pensioners to rank high against our future pensioners and yielding to treat equals differently.

 Any Pay Revision is not only providing pay revision to employees in service and continuing the service, but also giving pension revision to the    retirees during post pay revision period. This pension revision of those category pensioners is only linked to the past pensioners for their pension revision based on the above said principle. Pay revision is for all serving employees but when it leads to pension revision for some pensioners who were eligible for pay revision then the principle of modified parity is applicable to the past pensioners. In today's condition the past retirees of BSNL can get a link only from the future retirees of BSNL alone, not from future retirees of central govt.

அனைத்து ஓய்வூதியர்களுக்கும் குறிப்பாக பி எஸ் என் எல் ஓய்வூதியர்களுக்கு எனது நல்வாழ்த்துகள். டிசம்பர் 17   பென்சனர்  சமநிலை கோட்பாட்டை முக்கிய செய்தியாக கொண்டுள்ளது. முன்னாள் பென்ஷனர்கள்  குறிப்பிட தேதிக்கு பின்னரான பென்ஷனருக்கு  இணையாக ஒய்வூதிய திருத்தம் பெற உரிய இணைப்பை  அது நல்குகிறது.  ’ஒரே ரேங்க் எனில் ஒரேவகை பென்ஷன் பெறத்தகுதி’ என்பது நியாமான ஒன்றாகவும் ஏற்கப்பட்டுள்ளது.

 இச்சூழலில்’டீலிங்க் -இணைப்பை துண்டி’ எனக் கோரிக்கை உருவாகியிருப்பது  துரதிருஷ்டம் என எண்ணத்தோன்றுகிறது. முன்னாள் பென்ஷனரை  உயர் ரேங்கில் வை என்பதாகவும் ஆகிவிடுகிறது.  உள்ளார்ந்து பார்த்தால் சமதையாக நடத்தப்படவேண்டியவர்கள் வித்தியாசப்படுத்தப்படலாம் என்கிற  பொருளையும் தருகிறது.

ஊதிய மாற்றம் என்பது  சேவையில்  தொடரும் அனைத்து ஊழியர்களுக்கும் ஊதிய உயர்வைத்தரும்போதே,   ஊதியமாற்ற தேதிக்கு பின்னர் பென்ஷனராக மாறியவர்க்கு பென்ஷன் திருத்தத்தையும் ஊதிய உயர்வு காரணமாகவே தருகிறது. இந்த கேட்டகரி பென்ஷனர்கள்தான்  அவர்கள் பெறும் பென்ஷன் திருத்தம் காரணமாக முன்னாள் பென்ஷனருக்கு பென்ஷன் திருத்தம் பெறுவதற்கான இணைப்பை தருகிறார்கள். (சம்பள மாற்ற ஊழியர்கள் அனைவருமல்லர்).

 இந்த  நிலைப்பாட்டையே ஊதியக்குழுக்கள் மாடிபைடு பாரிட்டி கோட்பாடு என அழைக்கின்றன. இந்த அடிப்படையில் தான் சம்பள குழுக்கள் (5,6,7) ஊதிய மாற்றத்தையும், இரு கேட்டகரி பென்ஷன் திருத்தங்களையும் செய்திருக்கின்றன. இன்றைய சூழலில் பி எஸ் என் எல்- இருந்து ஓய்வுபெற்ற  பென்ஷனர்கள் அவர்களுக்கான ’இணைப்பு எதிர்கால பென்ஷனரை’ பி எஸ் என் எல்- இருந்தே பெறவேண்டும்- மத்திய அரசு எதிர்கால பென்ஷனரிடமிருந்தல்ல.-          R.Pattabiraman  BSNL IDA Pensioner 14-12-18
Some more clarification on this issue as  I observed some misconception amongst some comrades.  This was posted in face book and pasted here

SC observed in the Nakara case that Pension is a payment for past services rendered. When Pension Revision is given to the same class of fresh pensioners on account of his eligibility for Pay revision from a particular date retrospectively then why not for the pension Revision for the past pensioners before that date is the understanding and so the relevant orders in the case of CG employees and CG Pensioners. 

DOT in its OM dt 16-3-2017 clarified that there is no change in the formula for pension/FP w.e.f 1-1-2016. BSNL/MTNL absorbee employees will therefore continue to get pension based on the same formula. This OM of DOT was not addressed by us. This OM only made us eligible to 20 L gratuity ceiling for those retired on or after 1-1-2016.. That is applicability to BSNL retirees also from 1-1-16. But it is silent about linking it with the present 2nd PRC IDA, because it is linked only to 3rd PRC IDA. 

7th CPC applicability means only from 1-1-16. Suppose if you want to incorporate or add certain provisions for BSNL Retirees that of 7th CPC then you have to go to cabinet. DOT should take initiative for this but it can be done based on some premises like pay revision. Incorporation of certain 6th CPC benefits were thus given during pension revision from 2007 by the order 15-3-2011. We are BSNL IDA pensioners getting pension from GOI not Govt pensioners retiring as Govt employees. Demanding to change me as Govt pensioner is a different issue. The question of my parity as past pensioner would normally come only when my fresh pensioner gets pension revision from a particular date, in our case 1-1-2017, on account of his eligibility of pay revision from that date. That is linking is done only amongst the past pensioners and fresh pensioners. Linking is not between employee in service( a man /woman of Pay) and the past pensioner (a man /woman of pension). 

Revise pension first for me and keep parity for the fresh and future pensioner means in a way we are giving up the issue of Pay Revision. There cannot be two methods of calculating pension revision for the two categories of pensioners the old and the fresh one belonging to a same IDA pensioner class.
