For the Kind Attention of BSNL Absorbed Pensioners I happen to see a letter addressed to Secretary DOT regarding Pension Revision according to CCS Pension Rules 2021 Rule 66 demanding Pension Revision of BSNL absorbed pre 2017 Retirees from 1-1-2017 as per 7 th CPC fitment. I request all the concerned to have a comprehensive reading of connected rules to get better understanding. I am not discrediting the wisdom of any leader. Speaking truth to the authority is honesty and speaking truth to the near and dear also not dishonesty – it is very much honesty also. As a pensioner my welfare is also bound by other pensioners including those retiring on or after Jan 2017. I may also be benefitted if any enhancement comes to Pre 2017 pensioners. Here the question is not my benefit, but how to get it to all the pensioners on a particular date of issue of any order w.e.f particular date and for those retiring after that effective date to the true spirit of Nakara judgement without excluding

                                              Pay Revision issue in BSNL   I happened to see and hear different demands from different organisations both Unions- associations and pensioners. Each organisation is having their own right to demand what their wisdom dictates. I am none to comment about that, but as closely watching the events regarding that issue from 2017-2021 my readings are telling me something that is given below. In 2007 BSNL got wage Revision because of its eligibility as per    affordability PBT clause. In 2017 GOI intensified that clause with 3 years condition and made many PSUs to suffer. Fitment is also linked with not only affordability clause but also expenditure linked with PBT The dominant question is how to bring the loss making PSUs also in the 2017 scales and DA system, as many of them in different pay scales like 1997, 2007. How to make BSNL a specified case to   get exemption for settling the issue, though it falls under the loss making categ
