On Dec 3 2019 the window is closed. Figures have come. Now if I ask any question, I hope that will not be construed influencing VRS Optees. Now things are over. They have to retire smoothly and peacefully. My wishes to all of them and wishes to those retain themselves in the BSNL to witness the Revival Process and even part of it also in the coming days.
Now the question is about their (VRS 2019 Optees) placement in DFG Budget Estimate in the Sub Head of 'Superannuation and Retirement'.
Point No. 2
The DOT OM dt 29-10-19 communicating Cabinet decision details in its para
2.(iii) The Payment of exgratia on VRS ( Rs 17169 cr) and preponed pensionary liability ( Rs 12768 cr spread over a period of ten years) is to be supported through budgetary allocation of GOI...
One of the possible meanings in that is : Cabinet approval is there with Estimate over a period of 10 years for Preponed pensionary liability of BSNL VRS 2019 optees. A separate Estimate is quoted here and it is to be supported thro budgetary allocation of GOI.
Point No.3
Message dated 23-11-2019 from Dir HR Shri Arvind Vadnekar clarifies 4 points.
a. The payment of Pension, commutation of pension and Gratuity in the case of combined Pension optees will also be made by GOI
b. It is clarified that for BSNL employees, retirement on VRS 2019 is neither a distinct nor a separate group but will be at par with retirement on superannuation.
c. Industrial Dearness Relief on Pension will also be available to VRS optees as is available to employees who are retiring on superannuation
d. BSNL management has already taken up with DOT to suitably include the deferment of pension commutation and Gratuity payment for VRS 2019 in the PPO.
GOI can make payment to the combined service optees absorbed in BSNL thro sub Rule 22 ( old 21) of 37 A only. Though he avoids carefully 37 A, these are clarifications through Message from Dir HR, a responsible position in the BSNL Board and Management. Here 'at par' can be taken for the same formula for fixation of pension. Even as per sub rule 8 and Sub Rule 9 of 37 A , formula may be the same but CDA scales are different- BSNL and MTNL scales are also different. Rule 10 only speaks about Industrial Dearness Relief on Pension. It is nothing wrong if one expects these things in plain terms from Dir HR and specially from CMD who have given powers to interpret the meaning of any para of BSNL VRS 2019.

In the DFG for DOT ( MOC- Expenditure of the CG) in the earlier years there was no segregation of CDA- IDA pension Budgetary Estimate. Segregation were started after 2013. Efforts were made for this by comrades Kamaraj, Islamji (NFTE) through RTI and by Com C. Singh (NFTE) through letters addressed to the authorities concerned. I am not diminishing the role of other leaders of various organisations or Officers concerned for bringing this segregation.
One can view separate Budget Estimates for CDA and IDA pensions in the 'Detail of DFG'. Major Head may the same but in the 'Superannuation and retirement sub head' different sub sub heads like CDA pension, IDA BSNL Pension, IDA MTNL Pension and MTNL Pro- rata Pension would be there.
Now the question that requires clarification from the authorities is 'whether a separate Budget Estimate would be there for BSNL VRS 2019 / MTNL VRS 2019' or both would be subsumed in the respective sub sub head of 'IDA BSNL Pension- IDA MTNL Pension'
